Capitol Hill Capitol Hill, the United States Congress, is the largest historic residential neighborhood in Washington D.C. Since 1800 the building known as the Capitol has been the home of the Congress of the United States and the workplace of many residents of the Capitol Hill neighborhood. The Capitol is located inside the Capitol Hill historic district listed on the National Register of Historic Places, but it is also listed separately on the NRHP.
